Should we increase the foreign student exchange program?

Following 9/11, I recall reading about a drop in foreign student exchange participation. Would trying to ramp up numbers be worthwhile? As too many foreign students get misinformation about the US, wouldn't having them stay here and see the US firsthand be an effective antidote to anti-American propogana? Would our politicians support it, or would it be either controversial or not politically y enough to interest them?
