Applying for a job without the requirements?

I've been job searching and I see allot of office jobs, that I know I can do exceptionally well. I am fresh out of high school, but most of the jobs require a four year degree, and 3+ years of work. These are simple jobs, that I do have informal and formal experience in. Should I apply even though I don't meet the standard requirements, but I know I have the competence and skills to do the job?
