Suspended Sentence and Restitution?

My sister friend claims that she was convicted of Credit Card Fraud...and she has a suspended sentence w/ restitution and she is on probation...she lives in NC and claims she has to pay 4000.00 back. I looked up her record and it says she has probation with community service w/ 30 months probation. Would the restitution appear on the public record? or is she trying to con a sweet person out some money?
