Is choppy hair supposed to look dry and frizzy on the tips?

I recently got my hair cut in a layered choppy/punk emo way (which i didnt really want). Its kinda cool but the downside is that the ends are really frizzy and look fried. I dont know if its supposed to be like that. My hairstylist used these zigzag scissors and now the ends are really uneven. Is it supposed to be like this? If i get the tips trimmed in a sleeker way will it compromise the look? any advice would be helpful ps how can i get my bangs to be reeally thick and full so they almost always cover my whole forehead? and what can i use to mimic the effects of a head band? so it makes my forehead smaller pss im a guy
